Preheat the oven to 375°F. Line a baking sheet with parchment paper.
In a mixing bowl, combine the ground turkey, gochujang, panko breadcrumbs, egg, 2 chopped green onions, garlic, salt, and pepper. Mix until the ingredients are evenly distributed but do not overwork the meat.
Divide the mixture into four equal portions and shape each into a small loaf. Place the loaves on the prepared baking sheet.
Bake the meatloaves for 25 minutes.
While the meatloaves bake, place the cubed potatoes in a saucepan, cover with water, and add a pinch of salt. Bring to a boil and cook until the potatoes are fork-tender, about 15 minutes. Drain well.
Return the drained potatoes to the pan. Add the milk, butter, and remaining salt and pepper. Mash until smooth.
Remove the meatloaves from the oven. Spoon or spread the mashed potatoes evenly over each loaf. Return the pan to the oven for 8 to 10 minutes, until the potato topping begins to turn golden at the edges.
Sprinkle the remaining chopped green onion over the tops before serving.
