Heat the oven to 375°F. Line a small baking sheet with parchment paper.
In a large bowl, combine the ground turkey, stuffing mix, egg, 1 tablespoon of the soy sauce, water, 1 teaspoon of the ginger, and half of the sliced green onions. Mix gently until just combined.
Shape the mixture into four small oval loaves and place them on the prepared baking sheet. Bake until the centers reach 165°F, about 25 to 30 minutes.
While the loaves bake, warm the neutral oil in a small saucepan over low heat. Add the remaining ginger and cook for about 30 seconds. Stir in the hoisin sauce, rice vinegar, honey, and remaining 1 tablespoon soy sauce. Simmer gently for 2 to 3 minutes, stirring until smooth, then remove from the heat.
Divide the cooked rice among four bowls. Add cucumber and one turkey meatloaf to each bowl. Spoon the ginger-soy glaze over the meatloaves, then finish with the remaining green onions and sesame seeds.
