Place the ground pork in a large mixing bowl. Add the chopped Thai basil, minced garlic, minced shallot, fish sauce, oyster sauce, egg, panko breadcrumbs, chili flakes, and black pepper.
Mix everything together with your hands or a spoon until the ingredients are evenly distributed but the meat is not overworked.
Divide the mixture evenly among the 12 muffin cups, pressing it down gently to fill each cup.
Bake for 22 to 25 minutes until the internal temperature reaches 160°F and the tops are lightly browned.
Remove the tin from the oven and let the muffins rest for 5 minutes before lifting them out.
