Preheat the oven to 375 degrees and line a baking sheet with parchment paper.
In a mixing bowl, combine the ground beef, diced jalapeños, breadcrumbs, egg, chili powder, garlic powder, and salt. Mix until the ingredients are evenly distributed.
Divide the mixture into 8 equal portions. Flatten each portion slightly, place one cube of Pepper Jack cheese in the center, and shape the meat around the cheese to fully enclose it. Form into small oblong loaves.
Arrange the meatloaves on the prepared baking sheet with space between them.
Bake for 25 minutes until the internal temperature reaches 160 degrees and the cheese inside is melted.
Remove from the oven and sprinkle with the chopped cilantro before serving.
