Preheat the oven to 375 degrees F. In a large bowl combine the ground beef, mozzarella, 2 tablespoons Italian seasoning, egg, breadcrumbs, and a pinch of salt and pepper. Mix until evenly blended.
Shape the mixture into a loaf roughly 8 inches long. Lay the prosciutto slices slightly overlapping on a work surface and place the loaf in the center. Wrap the prosciutto around the loaf, tucking the ends underneath.
Place the wrapped loaf on a rimmed baking sheet and bake for 45 to 50 minutes until the internal temperature reaches 160 degrees F. Remove from the oven and let rest 10 minutes before slicing.
While the meatloaf rests, make the gravy. Melt the butter in a skillet over medium heat. Whisk in the flour and the remaining 1 tablespoon Italian seasoning. Cook for 1 minute, then slowly whisk in the beef broth. Simmer, stirring often, until the gravy thickens, about 4 minutes. Season with salt and pepper if needed.
Slice the meatloaf and serve with the herb gravy spooned over the top.
