Mix the ground beef, ground pork, onion, garlic, chili powder, cumin, breadcrumbs, egg, salt, and pepper in a large bowl until evenly combined. Shape the mixture into a loaf and place it in a loaf pan.
Bake the meatloaf at 375 degrees for 45 minutes until it reaches an internal temperature of 160 degrees. Remove it from the oven and let it rest for 10 minutes before slicing into 8 thin pieces.
Warm the refried beans in a skillet over medium heat, stirring until smooth. Heat the corn tortillas one at a time in a dry skillet or microwave until pliable.
Spread a spoonful of refried beans down the center of each tortilla. Add one slice of meatloaf on top of the beans. Roll the tortilla tightly and place it seam side down in a baking dish.
Pour the enchilada sauce evenly over the rolled tortillas. Sprinkle the shredded cheddar cheese on top. Bake at 375 degrees for 15 minutes until the cheese melts and the edges bubble. Garnish with chopped cilantro before serving.
