Preheat the oven to 375°F and line a baking sheet with parchment paper.
In a large bowl, combine the ground pork, ground veal, onion, garlic, egg, milk, 1/2 cup panko breadcrumbs, 1 tablespoon parsley, 1 teaspoon thyme, 1/2 teaspoon rosemary, and a pinch of salt and pepper. Mix gently until just combined.
Shape the mixture into a loaf about 8 inches long and place it on the prepared baking sheet.
In a small bowl, stir together the remaining 1/2 cup panko breadcrumbs, remaining parsley, thyme, and rosemary with the olive oil. Press this mixture evenly over the top and sides of the loaf.
Bake for 45 to 50 minutes, or until the internal temperature reaches 160°F. Let the meatloaf rest for 5 minutes before slicing.
