Preheat the oven to 375°F. In a large bowl, combine the ground beef, crushed Ritz crackers, 1 egg, milk, half the minced garlic, ginger, and 1 tablespoon soy sauce. Mix until just combined.
Shape the mixture into a loaf and place it in a loaf pan. Bake for 30 minutes.
While the meatloaf bakes, stir together the remaining 2 tablespoons soy sauce, honey, and 1 tablespoon sesame oil to make the glaze.
Remove the meatloaf from the oven, brush it with the glaze, and sprinkle with sesame seeds. Return it to the oven for 15 more minutes or until it reaches 160°F inside.
Heat the remaining 1 tablespoon sesame oil in a large skillet over medium heat. Add the rest of the minced garlic and cook for 30 seconds.
Add the frozen mixed vegetables and cook until warmed through. Push the vegetables to one side and scramble the 2 eggs in the empty space.
Add the cooked rice and remaining 2 tablespoons soy sauce. Stir everything together and cook until the rice is hot. Remove from heat and top with sliced green onions.
Slice the meatloaf and serve it alongside the vegetable fried rice.
