Preheat the oven to 400 degrees F and line a baking sheet with parchment paper.
In a mixing bowl, combine the ground beef, minced ginger, minced garlic, 2 tablespoons soy sauce, sesame oil, panko breadcrumbs, egg, and a pinch of salt and pepper. Mix until evenly blended.
Divide the mixture into four equal portions and shape each into a small loaf. Place the loaves on one side of the prepared baking sheet.
In the same mixing bowl, toss the broccoli florets with the olive oil, remaining 1 tablespoon soy sauce, and a pinch of salt and pepper until coated.
Spread the broccoli on the other side of the baking sheet. Sprinkle 1 tablespoon of sesame seeds over the meatloaves and the rest over the broccoli.
Bake for 20 to 25 minutes until the meatloaves reach an internal temperature of 160 degrees F and the broccoli edges start to brown.
