Preheat the oven to 375 degrees F. Line a loaf pan with parchment paper.
In a large bowl, combine the ground beef, 2 chopped scallions, 2 tablespoons of the minced ginger, the garlic, panko breadcrumbs, egg, and 2 tablespoons of the soy sauce. Mix gently with your hands until just combined.
Press the mixture into the prepared loaf pan and smooth the top. Bake for 45 minutes.
While the meatloaf bakes, make the glaze. In a small saucepan, stir together the remaining 2 tablespoons soy sauce, honey, rice vinegar, sesame oil, and the remaining 1 tablespoon minced ginger. Bring to a simmer over medium heat and cook for 3 to 4 minutes until slightly thickened.
Remove the meatloaf from the oven and brush the glaze evenly over the top. Return to the oven for 10 more minutes. Let rest for 5 minutes, then sprinkle with the remaining 2 chopped scallions before slicing.
