Preheat the oven to 375 degrees. Line a large baking sheet with parchment paper.
In a mixing bowl, combine the ground beef, diced apple, chopped sage, onion, garlic, breadcrumbs, milk, and a pinch of salt and pepper. Mix until evenly blended, then shape the mixture into a loaf and place it on one side of the baking sheet.
In the same bowl, toss the carrot chunks and parsnip chunks with olive oil, salt, and pepper until coated.
Spread the vegetables in a single layer on the other side of the baking sheet.
Bake for 45 to 50 minutes until the meatloaf reaches an internal temperature of 160 degrees and the vegetables are tender and lightly browned.
Remove from the oven and let the meatloaf rest for 5 minutes before slicing.
